For the 22 years since the establishment of the CICA mechanism，certain progress has been achieved in the two aspects of idea innovation and mechanism construction. However，as there are a large number of CICA member states，there exist apparent differences among them in terms of economic development，political system，social culture，willingness of participation，and expectation. With the restriction and disturbance of the internal and external factors，there might be a centrifugal tendency from the CICA mechanism among the member states. In addition，the function and positioning of the CICA is not explicitly clarified；its operation efficiency and effectiveness should be improved；and there has the leadership deficiency from the big powers in the construction of the CICA mechanism. The above factors have posed challenges to and become the bottleneck of the development of the CICA mechanism. The successful holding of the fourth CICA Leaders’ Summit in Shanghai 2014 marked the new historical stage for the development of the CICA. As the initiating state of the “Asian Security Concept” and the new Chair state of the CICA mechanism，China will play an irreplaceable role in the promotion of the development of the CICA mechanism.
