Cambodia maintains bilateral relations with its neighbours in East Asia and Southeast Asia, as well as with the greater world, including the United States (US), Russia, the European Union (EU), and Australia. Sok (2017) said, “Cambodia’s external relations and foreign policy behaviour are dictated internally by its historical, cultural, geographical and political contexts; while externally shaped, to a great extent, by powerful forces of globalization, competing geopolitical multipolar rivalries, and the rising of traditional and non-traditional security threats, as well as other mega trends like climate change and food/energy security issues”. Kosal (2017) added that “quest for national unity and sovereignty occupies Cambodia’s national leaders’ central concern throughout the history of its domestic politics and foreign relations”.
